Anti-LGBTI+ bill on the agenda in Kazakhstan
Kazakhstani lawmakers have announced that they are ready to introduce an anti-LGBTI+ bill. Human rights organizations responded with criticism: “Reject any such initiative.”
The National Welfare Foundation (NEP), operating in Kazakhstan, claimed that a recent public survey showed 67.3% of respondents “support restrictions on LGBT propaganda.” In response to these alleged findings, lawmakers declared their readiness to draft an anti-LGBTI+ bill.
Five international human rights organizations, including ILGA Europe, IGLYO, and Transgender Europe, expressed concern over the preparation of such a bill and the steps being taken in Kazakhstan:
“Moving forward with any proposed legislation banning so-calledanti-LGBTI “propaganda” would significantly undermine the rights to freedom of expression, non-discrimination, and access to information in Kazakhstan. We urge the Government and Parliament of Kazakhstan to adhere to their constitutional guarantees and international human rights obligations, including recent commitments made under the United Nations’ 2024–2025 Universal Periodic Review (UPR) cycle , and refrain from drafting and adopting any such legislation.”
