LGA-Europe’s 2025 Rainbow Map

The newly released 2025 Rainbow Map by ILGA-Europe paints a grim picture for LGBTI rights across the continent, particularly in countries like Azerbaijan, which ranks near the bottom with a 2.25% score, sharing the lowest tier with Russia.

The Rainbow Map evaluates 49 European countries on legal protections, equality policies, and respect for LGBTI human rights. Since 2024, rollback on protections has intensified in several states. The UK, Hungary, and Georgia have all dropped significantly due to new anti-LGBTI legislation.

“Moves in the UK, Hungary, Georgia and beyond signal not just isolated regressions, but a coordinated global backlash aimed at erasing LGBTI rights,” said Katrin Hugendubel, Advocacy Director of ILGA-Europe.

Azerbaijan has no legal protections for LGBTI individuals: no anti-discrimination laws, no protection from hate crimes, no recognition of same-sex partnerships or gender identity, and continued restrictions on freedom of assembly.

Meanwhile, Malta continues to lead the rankings, followed by Belgium (85%) and Iceland (84%), thanks to comprehensive anti-hate and anti-discrimination policies. In contrast, Romania, Poland, and Bulgaria now anchor the EU's lowest scores.
