Amnesty International: “LGBTQI individuals continue to face discrimination”
Amnesty International noted in its latest annual report that women and LGBTQI+s in Azerbaijan face discrimination, gender-based violence and state harassment.
Amnesty International released its annual report “The State of Human Rights in the World” on April 21. The report covers the human rights situation in 144 countries in 2025 and provides a broad analysis of developments at the national, regional and global levels.
The report states that women and LGBTQI+s continue to face discrimination, including gender-based violence and state harassment, as the Azerbaijani authorities have failed to prevent, investigate or punish violations. On March 8, LGBTQI+ activist Rauf Heydarov was sentenced to 30 days in administrative detention after a one-man protest in Baku.
On November 4, Yasin Ibadov, an LGBTQI+ youth known as Rüzgar, was stabbed to death by a family member in Baku after they had previously received threats about their sexual orientation. Witnesses said police and medical aid responded slowly to the incident.
