IGLYO released 2025 LGBTQI-Inclusive Education Index
The International LGBTQI+ Youth and Student Organisation (IGLYO) has just launched the third edition of its LGBTQI Inclusive Education Map & Index, assessing how 49 European countries ensure safe and inclusive education for LGBTQI learners. The findings show minimal progress since 2022, with some countries even regressing.
In a concerning development, seven countries now have legislation explicitly banning any mention of LGBTQI+ topics in schools. The Index ranks countries based on 10 key indicators—including anti-bullying measures, inclusive curricula, and teacher training on LGBTQI issues.
Azerbaijan remains among the lowest-ranking countries in the Index. The country scores zero across all indicators, reflecting a total lack of protective or inclusive education policies for LGBTQI+ youth. The map classifies Azerbaijan as offering no inclusion or protection for queer students.

“While some countries continue to strengthen inclusive policies, others are actively erasing LGBTQI people from the classroom,” IGLYO warns.
IGLYO encourages civil society actors and educators to demand systemic change and support inclusive education as a human right.
