UN Special Rapporteurs speak out in defense of Russian LGBTQI+s

Six UN special rapporteurs have addressed the Russian authorities with questions and demands regarding the unlawful designation of the LGBTQI+ group "Vykhod" and other organisations as "extremist" within the country, reported Parni+.

As the "Vykhod" group notes, this is the first such appeal made to the Russian Federation at the UN level. While LGBTQI+ rights issues had previously appeared in reports, the specific issue of repressions against the LGBTQI+ community had not been raised as a standalone matter.

The authors pose six questions and demands to Russia:

Respond to the grievances raised in the communication.
Provide the legal grounds for designating "Vykhod" an "extremist" organisation and explain how this decision aligns with international law.
List the safeguards that protect organisations against the arbitrary or discriminatory application of such measures.
Report on steps taken to protect individuals from arrest, detention, and prosecution solely for exercising their rights to freedom of expression, association, and peaceful assembly.
Report on the mechanisms and safeguards in place to protect LGBTQI+s, human rights defenders, and civic activists from violence, discrimination, and repression.
Provide information on steps taken and planned to remove the category of "extremism" from legislation.

The questions were based on the case against the "Vykhod" (Coming Out) group, as it was the first LGBTQI+ initiative to be designated an "extremist" organisation. While the questions were being prepared, the "Russian LGBT Network," the Resource Center in Yekaterinburg, "Parni+", and "Irida" also received this designation and were included in the letter.

According to a post on the UN website, the special rapporteurs sent the questions in June 2026. Russian authorities were required to respond within two months. When the deadline passed without a response from the Russian Federation, the communication itself was published on the website.
